Brute force, surveillance, blackmail, propaganda, bribery are just a small part of your arsenal. After all, the end justifies the means, especially when the interests of the state are at stake. Place your spies in different parts of the world, introduce reconnaissance of rivals, eliminate enemy agents, complete secret missions and get victory points for all these actions. The first player to reach five Victory Points is declared the winner.
