Players cooperatively build a city distributing and placing tiles to build a city. There are three public goals and everyone gets their personal goals, representing demands from different groups of people living in the city. Players can discuss al they like before the tiles are distributed but once the project manager hands out tiles, everyone places them without communicating. The goal of the game is to score as many points as possible, representing how happy the people living in the city are.
