Cloak & Dagger (1984)

From the rules:

"Cloak & Dagger is a role-playing game that will transport you into the shadow world of international espionage. Each player attempts to be the first to gain control of a ring of Spies by capturing them and bringing them to their headquarters."

Despite the description, this is a board game that shares many qualities with RPGs.
