Billionaire Sergeant is a sharp, interactive card game focused on tactical positioning, timing, and psychological pressure, set against the backdrop of Hong Kong’s corrupt police force in the 1960s–70s.

Each player is a Royal Hong Kong Police officer operating inside a system rotting from the inside. Bribes flow as “tea money,” vice and triad networks operate under protection, and loyalty is always for sale. Some officers seek to expose corruption; others are already profiting from it — but no one can be fully trusted.

Each round revolves around issuing and manipulating orders, predicting opponents’ intentions, and exploiting moments of weakness to gain control over key situations. Cards represent influence, authority, and under-the-table dealings, allowing players to redirect actions, interfere with rivals, or quietly secure advantages for themselves.

Information is imperfect, and commitment is dangerous. Acting too boldly may reveal your true allegiance, while hesitation can leave you sidelined as others seize control. The tension comes not just from the cards played, but from reading motives, timing accusations, and deciding when to act clean — or dirty.

Control is never permanent. Orders can be overturned, plans disrupted, and power shifted in a single exchange. As the game unfolds, players must constantly reassess who they can rely on and whether the system is worth saving — or exploiting.

End Game

The game ends when the final round concludes or the deck is exhausted, signaling that the fate of the police force can no longer be delayed.

Winning the Game

Players score based on influence, successful operations, and control secured throughout the game. The officer with the highest total score wins — proving they were the one who truly mastered the system, whether by clean justice or well-paid corruption.
